Current members of Intelligent Directions Consulting have a combined 125+ years experience in business and technical fields. We also have a network of specialist subcontractors that we have worked with in the past, so that when we propose an additional specialist we know that they will provide quality service as well.

  • Michael H. Johnson

    Mr. Johnson is a founding director of Intelligent Directions Consulting, LLC. He has over twenty-seven years of accomplished Management and IT consulting experience. His consulting experience has involved successful projects in several public and private sector business areas. He has provided varied service levels, and functioned in many different project roles for state and local courts (most case types), health and welfare agencies (IV-A, CSES, WIC, MMIS), law enforcement agencies, and assessor and tax collection agencies. In the private sector, he has worked in regulatory world of aerospace and medical manufacturing, as well as with many varied companies in the accounting, software and technology industries.

    Having an extensive information systems and financial background, has allowed Mr. Johnson to provide helpful expertise involving; strategic planning, project management, project monitoring, budgeting, cost/benefit analysis, procurement, system requirements analysis, business workflow analysis, business process re-engineering, several CASE tools, process modeling techniques, data modeling, data exchange/EDI, software package and system selection, and system implementations. Mr. Johnson is often selected to play the lead role for many of these projects. He has also developed and taught several classes for many of the specific IT disciplines.

    For public sector clients his experience also includes vendor market analysis and preparation of RFP and RFI documents, preparation of state and federal APD documents, establishing vendor scoring criteria, assistance in vendor evaluation and conducting bidder conferences. Ongoing vendor and project monitoring is also a specialized service area that Mr. Johnson provides, which is based in part on the heavy EDP Auditing experience that he obtained while working for one of the Big 4 Accounting Firms.

    Mr. Johnson has a Master of Business Administration, California State University, and a BS in Business Administration/Computer Info Systems, Arizona State University. He is a member of the Information Systems Audit and Control Association (ISACA), American Public Human Services Association (APHSA) and the National Association for Court Management (NACM).

  • William P. Miller

    Mr. Miller is a founding director of Intelligent Directions Consulting, LLC. He has over twenty-eight years of experience in management and information technology consulting. Mr. Miller's experience covers the full spectrum of management consulting services. Having a background in Information Systems' management and technical arenas, as well as lengthy experience as a consultant, provides Mr. Miller with valuable insight and understanding of the issues and concerns facing the Information Management Professional in today's environment.

    His management consulting experience covers several public and private sector business areas, where he has provided expertise in strategic planning, project management, project monitoring, budgeting, cost/benefit analysis, procurement, system requirements analysis, business workflow analysis, business process re-engineering, system analysis and design, CASE tools, data modeling, package selection, system implementation, and various system development methodologies. He has participated and in many cases managed the design and development of application systems, ranging from mainframes to client/server for both private and public sector organizations; utilizing OO-methodologies, office automation, and various database management technologies.

    With this extensive technical background coupled with his experience in managing and assisting management on numerous projects, Mr. Miller provides perspective and insight into the planning, execution, pitfalls, and corrective actions required for successful project completion. This experience has been utilized for project management, project reviews, operations analysis, as well as systems design and development.

    Mr. Miller has extensive Justice & Law Enforcement application systems background; including criminal, civil, mental health, and juvenile matters. This includes criminal and juvenile historical information systems, courtroom support sub-systems, case management systems, “Point of Sale (POS)” applications for the collection of court fees and fines, jury pools, integrated criminal justice data warehousing designs, and inmate management systems. Mr. Miller's more recent assignments have involved acting as project manager in a large California court for the development & deployment of a statewide Case Management System for Civil, Probate, & Small Claims, Criminal, Traffic, Family, and Juvenile case categories.

    Specific to Law Enforcement, Mr. Miller was an Arizona POST certified Peace Officer and held the position of Reserve Deputy Sheriff with the Maricopa County Sheriff's Office for 12 years. He additionally, spent five (5) years as a Police Officer with the City of Tempe, Arizona.

    He has been Project Manager/Business Analyst for the implementation of ERP application suites, including: Oracle 11i & i2 for a major telecommunications equipment manufacturer in the Peoples Republic of >China, and PeopleSoft Financials for Public Sector for two municipalities in the United States.

    Also in his background are large-scale MRPII based systems for two (2) major aerospace corporations. Additionally, Mr. Miller has been extensively involved in MRP, BOM, Shop Floor Tracking, Automated Storage and Retrieval, and Inventory Management application systems.

  • Michael C. Stein

    Mr. Stein has more than 30 years of experience in the public sector focusing on criminal justice, the telecommunications industry and commercial banking. His career has been focused on helping organizations effectively utilize technology to solve business problems through business process re-engineering, strategic systems planning, requirements definition, and the management of large-scale systems integration efforts. In recent years, Mr. Stein has been primarily engaged in facilitating the development of IT strategies and assisting organizations in finding effective ways to exchange information between legacy information systems. Recently, he has served as the Director, Systems and Technology Program, for SEARCH: The National Consortium for Justice Information and Statistics and as the Director, Public Safety and Justice for Gartner formerly Gartner Group). Prior to joining Gartner, he was employed as a Solutions Director in the Information Services Group (ISG) of Unisys Corporation, served as a senior technology manager for the trial courts in the County of Los Angeles, California, and was a Manager in the Law and Justice Practice of Deloitte & Touche.

    Mr. Stein has spoken at national conferences on IT-related matters including the 2002 and 2006 SEARCH symposiums on integrated justice; the annual meetings of the National Association for Court Management (NACM) in 2001, 2002, and 2005; the annual meeting of National Association for Justice Information Systems (NAJIS) in 2005; and delivered one of the keynote presentations for the Annual Meeting of the Ohio Judicial Conference in 2003. He is a co-author of the research note Justice Community of Interest Architecture, published by Gartner Research in August, 2001. Mr. Stein received his bachelor's degree from Marietta College, Marietta, Ohio and conducted his graduate studies at John Jay College of Criminal Justice, the City University of New York, in Public Administration.

    Mr. Stein is a member of the National Association for Court Management.

  • George W. Hogshead

    Mr. Hogshead has over 30 years of experience as an information technology (IT) and management consultant. He has also worked internationally as a manager and advisor for various agencies and jurisdictions of governments throughout the world. In the course of his consulting career, Mr. Hogshead has held highly responsible positions in the law and justice practices of first-tier consulting and systems integration firms including Deloitte & Touche, KPMG, Bearing Point and served as a consultant to Unisys Corp.

    He currently works with agencies responsible for internal security, law enforcement, public safety, integrated justice (criminal, civil, juvenile and administrative law), information technology (IT) and government reform and modernization. He helps clients improve the effectiveness and efficiency of their operations by implementing new governance structures, concepts of operations (ConOps), improved business processes and best demonstrated practices, information sharing and exchange (i.e. iJIS and iCJIS) technologies, and integrated mission critical and tactical systems.

    Mr. Hogshead is a founding member, past Treasurer and member of the Board of Directors of the IJIS Institute. He is a founding member of the IJIS Industry Working Group (IWG), and a past IWG industry representative to the Integration Standards Working Group (ISWIG) of the GLOGAL Network Integration Committee, an advisory Body for the Attorney General and the U.S. Department of Justice.

    Mr. Hogshead is a Certified Court Executive Officer (U.S. Federal and state courts) and Fellow of the Institute for Court Management (ICM), and a former member of the faculty of the ICM Program.
